If the internal Trash Bag tears will the Trash Dry Bag prevent spills?

In most cases, yes. When correctly rolled, the roll-top closure will prevent liquids from seeping out of the dry bag for a reasonable period of time.

How do i wash the Trash Dry Bag can it be machine washed?

The best way to clean the Trash Dry Bag is to hose it out. Machine washing is not recommended.
